5 Reasons 

Reason 1
CIPA program if the Russian language uniform program of certification of all member organizations of ECCAA for accountants and auditors from 11 countries. The program is based on International Financial Reporting Standards (IFRS).

 Since 2003 over 13000 people have got certificates of entry level of the program – CAP, over 50000 people have taken part in their knowledge check. Exams centers are organized in case of minimum number of exam participants in one city and could be organized in any city. Unified system of grading gives possibility to accept exam results regardless of the place of examination (except for Tax and law exam in accordance with ECCAA members’ requirements)

Reason 2
2 levels of certification for different categories of accountants: CAP (Certified Accounting Practitioner) and CIPA (Certified International Professional Accountant).

CAP certificate holder is not a professional accountant. This accountant knows basis of financial accounting based on IFRS, has managerial accounting skills and demonstrated enough knowledge of tax and law disciplines, could work as an accountant in a small company or in a group of accountants in small and medium enterprises.

 Certified International Professional Accountant (CIPA) has higher education and 3 years working experience, has deep knowledge of financial accounting and reporting based on IFRS, managerial accounting, financial management and audit. CIPA is a professional accountant, chief accountant or finance director of the company.

Reason 3
Tax and Law disciplines take into consideration particularities of legislation system of each country where exams are conducted.

 Tax and Law exams are developed by the experts from different countries taking into consideration local legislation system and changes in legislation, which take place not earlier than half a year ago from the current exam session period.

Reason 4
Convenient forms of study and self-study; independent and objective exams, unified certification and direct offsetting of exams.

In accordance with international requirements there is no mandatory training in CIPA program. If a candidate is ready to test his/her knowledge, he/she has the possibility to make it 3 times per year, during official CIPA exam sessions.

At the same time, there are more than 100 training centers for preparation to CIPA program exams, there a lot of different manuals and books, special editions of CIPAEN, where you could find tasks from previous exams with comments of teachers and experts.

 Professional organizations - ECCAA members accept ALL CIPA program exam results regardless of the place of examination (except for Tax and law exam, in case it is regulated in documents of ECCAA members)

Reason 5
Regular renovation, permanent program of raising the level of professional skills, implementation of International Federation of Accountants (IFAC) requirements.

Since 2007 CIPA program has been renovated taking into consideration changes in IFRS, IAS and local legislation. The program has been changing regularly in order to reach the objective grading of the knowledge taking into consideration modern requirements, changing conditions due to the world crisis and strengthening of ethical norms and so on.

Also since 2007 it has been mandatory to take part in raising the level of professional skill courses in accordance with the minimum requirements of IFAC -120 hours per 3 years. ECCAA members also could fix additional requirements to such courses taking into consideration needs of their members and local legislation and so on.
