About ECCAA

Eurasian Council of Certified Accountants and Auditors (ECCAA) is a non-governmental non-profit organization, was established by legal entities (professional entities of accountants and auditors of former Soviet Union countries) in order to achieve mutual goals. 

The main mission of Eurasian Council of Certified Accountants and Auditors (ECCAA) is to promote the development and increase the status of the accountant and auditor professions, to implement and apply the international professional standards, principles, practice, and ethics developed by the International Federation of Accountants (IFAC) and the International Accounting Standards Committee Foundation (IASCF).

The target of ECCAA is a representation of its members in international community of accountants and auditors, entering of ECCAA members into IFAC, development and increase of ECCAA members’ activities, and ECCAA functioning as a regional organization recognized by International Federation of Accountants (IFAC).

To achieve its aims ECCAA:

  •  works in the area of developing and supporting unified qualification requirements for the accountant and auditor professions, based on the IFAC's recommendations; 
  •  participates in the creation and operation of a unified system of testing and certification for accountants and auditors; 
  •  creates committees for ECCAA different types of activities; 
  •  represents interests of ECCAA members in IFAC and other international organizations, governmental bodies and private entities.

At present ECCAA builds its activities on four main directions:

  1. Providing translation of International Financial Reporting Standards (IFRS) and associated documents into the Russian language. Since 2009 ECCAA has been an official translator of IFRS into the Russian language, which is approved by the IFRS Committee. 
  2.  Assistance to ECCAA members to be in conformity with IFAC requirements and entry to IFAC. 
  3.  Development of the accountants and auditors certification program (CIPA). CIPA program stipulates two levels of certification: Certified Accounting Practitioner (CAP), Certified International Professional Accountant (CIPA) and intermediate diplomas. 
  4.  Strengthening of the relationship between representatives of the profession and governmental bodies. 

Main achievements during 9 years of existence:

  • International certification program (CIPA) (2 levels of certification: Certified Accounting Practitioner (CAP), Certified International Professional Accountant (CIPA)) was developed and approved with the assistance of experts of IFAC, IASCB, UNCTAD, USAID, AICPA and CGA. 
  •  Finance and budget, education, exam, membership and ethics, international standards committees were created; membership regulations, ethical liabilities, certification procedures in accordance with international experts and IFAC requirements were passed. 
  •  31 organizations from 11 CIS countries have accepted CIPA certification development program. The number of certified accountants and auditors is more than 13000 people.
  •  ECCAA has got the right to translate, print and distribution of IFRS. Since 2009 ECCAA has been an official translator of IFRS into the Russian language. 
  •  ECCAA has been recognized by IFAC as a regional group, which brings significant contribution to the development of the accountant profession in its region. 
  •  International conference on IFRS and related topics in CIS countries was conducted. During World Congress of Accountants in Kuala-Lumpur in 2010 special report about development of the profession in ECCAA region was presented.
